সম্মাননীয় প্রধানমন্ত্রী সমীপেষু—
বিষয়:কেন্দ্রীয় সরকারি সংস্থাগুলি বেসরকারিকরণ না করার আবেদন ও তার নেপথ্যে সুচারু যুক্তি সমুহ।
মহাশয়,
শ্রদ্ধার সঙ্গে একটি বিষয় যেটি দীর্ঘ দিন ধরে আমাকে খুব বিব্রত করছে,সেই বিষয়ে আলোচনা ও তার সুরাহার জন্য আবেদন জানাচ্ছি। দীর্ঘ্য চার দশকেরও বেশি সাহিত্য সেবার মধ্য দিয়ে দেশ ও সমাজের নানা বিষয় ও তার সমস্যা নিয়ে আমার মধ্যে যে আত্মোপলব্ধি হয়েছে তা আমাকে বেশ পীড়া দেয়। এখন যদি যুক্তি ও স্বচ্ছ দৃষ্টি দিয়ে আমার ভাবনাগুলোকে বিবেচনা করে তার সঠিক পদক্ষেপ নেন তাতেই আমি কৃতজ্ঞ থাকব।বেশ কিছুদিন যাবৎ সরকারি উদ্যোগে যেসব প্রকল্পগুলি সরাসরি পরিচালিত হতো সেগুলি ধীরে ধীরে বেসরকারিকরণ করেছেন এবং পুনঃরায় বাকীগুলোকেও দেওয়ার পদক্ষেপ নিয়েছেন । কেন জানিনা আমার মন সায় দিতে চায়না এসবে।
আমার মনে এসব নিয়ে নানা সংশয় বাসা বেঁধেছে।বাস্তব অভিজ্ঞতা ও মানবতা নির্ভর যুক্তি আমার মন এ ভাবনার বিরুদ্ধে বিদ্রোহী হয়ে উঠে। এমন বেনো ভাবনার বিরুদ্ধে প্রকৃত যুক্তিগুলি ও তা মানব কল্যাণে কি পদক্ষেপ নিলে ভালো হয় তা প্রস্তাব আকারে রাখছি। আমি কোন রাজনৈতিক ব্যক্তিত্ব নই। তাই আমার এ ভাবনাকে ডান ও বাম এর টানাটানিতে না ভাসিয়ে দিয়ে মানবতার দৃষ্টি দিয়ে বিচার করার অনুরোধ জানাই।
বেশি লাভ না হওয়ার অজুহাতে সরকারি সংস্থাগুলিকে বেসরকারিকরণের উদ্যোগে মানুষের পরিষেবা ও জন সাচ্ছন্দ্যটা বাড়ে হয়তো এবং সরকারি ঝক্কিঝামেলা কমে ও কোষাগারে
কিছু আসে। এটা হয়তো তা আপনাদের ভাবনায় ইতিবাচক দিক । কিন্তু এর ভয়ঙ্কর বিযময় দিকগুলো নগ্ন ভাবে মানব সম্পদের ক্ষতি সাধন করে ও জনগনের উপর ভয়ংকর ভাবে অর্থ নৈতিক শোষণের একমুখী স্রোতের নেতিবাচক দিক আমার চোখে বহু সুধী জনের মতোই চোখের বালি হয়ে বড্ড কষ্ট দিচ্ছে।
ক্ষতিকর দিকগুলোর বিশেষ কয়েকটি দিক
নিচে উল্লেখ করলামঃ-
১। যে সব সংস্থাকে দেওয়া হয় তাঁরা লাভের জন্যই
তাঁদের পরিষেবা দেবে নিশ্চয়ই এতে বা কার দ্বিমত আছে। কিন্তু তাঁদের লাভের হেঁচকা টানে জনগনের উপর এমন অার্থিক বোঝা চাপানো হয় বিশেষত কোটি কোটি দরিদ্রের উপর তা তাদের কাছে যন্ত্রণাদায়ক হয়ে দাঁড়ায় যা দেখা গেছে ইলেক্ট্রিকের বিলে যার অস্বাভাবিক দাম বৃদ্ধির ফলে অর্থাভাবে যথাসময়ে বিল পরিশোধ না করতে পারায় লাখ লাখ গ্রাহকদের ডিসকানেকটেডও হতে হয়, যা প্রাকটিকাল সবাই প্রত্যক্ষ করছেন এবং যারা কোনক্রমে পরিশোধ করছেন তাঁরা দিন দিন ঋণগ্রস্ত হচ্ছেন। তাহলে এটা নিঃসন্দেহে বলা যায়- ভারতের মতো দরিদ্র দেশে দারিদ্র্যতা বাড়ার এটি একটি কারণও বটে।
২। যেখানে আমাদের দেশ বেকারত্বের শীর্ষে পৌঁছে গ্যাছে,কোটি কোটি বেকার কাজ না পেয়ে কেউ আত্মহত্যা করছে, কেউবা অসামাজিক কর্মে লিপ্ত, আবার কাজ না পেয়ে যন্ত্রনায় কাতরাচ্ছে কোটি কোটি।
বেসরকারি হয়ে যাওয়া সংস্থাগুলি বেশি বেশি মুনাফার জন্য অল্প লোক নিযুক্ত করে অসহায় বেকারদের খুব সামান্য পারিশ্রমিক দিয়ে কাজ করিয়ে তাদের কার্যসিদ্ধি করছে যা আমরা এখন প্রত্যক্ষ করছি।
তাই এমন জনবহুল ও তীব্র বেকারত্বে জর্জরিত দেশে মানব সম্পদের অব্যবহার কি ভয়ঙ্কর সমস্যা করছে তা নিশ্চয়ই মানবাধিকার দৃষ্টি দিয়ে অনুভব করবেন নিশ্চয়ই । তাই আপনার এই বেসরকারিকরণের পদক্ষেপে বেকারত্ব বাড়বে বই কমবে না।যা দেশের দারিদ্র্যতা ও শান্তি নষ্টের অন্যতম কারণ।
৩। তারপর এই বেসরকারিকরণ হয়ে যাওয়া সংস্থা গুলির মধ্যে এমন স্বৈরাচারী মনোভাব আসে তাতে নানাভাবে মানুষের উপর অমানবিক দমন-পীড়ন মাঝে মাঝে মানবাধিকার লঙ্ঘন করতে দেখা যায়।
৪। যদি বলেন সরকারি সংস্থায় কর্মীরা কর্ম সংস্কৃতি হারিয়ে অলস হয়ে যাচ্ছেন ফাঁকিবাজির মানসিকতায় , এক্ষেত্রে কিছু মনে করবেন না তাতে সরকারের তদারকির অদক্ষতার প্রমান মেলে।
সরকারের কোনো কঠোর নীতি নেই বা প্রকৃত শিক্ষার অভাবটিই ষ্পষ্ট হয়।এটা সরকারের ডিসক্রেডিট। আর তার জন্য জনগণ সাফার করবে কেন?
৫। আর এই সংস্থাগুলি যদি সরকারের নিজস্ব প্রচেষ্টায় দক্ষতা ও সঠিক পরিচর্যার দ্বারা পরিচালনা করা যায় তাতে বিশাল পরিমান লাভ সরকারের তহবিলকে পুষ্ট করবেই তা নিঃসন্দেহে বলা যায়, যা দেশের প্রভূত উন্নয়নয়নের কাজে লাগবে। পক্ষান্তরে বেসরকারিকরণ করার পর ওই সংস্থার কর্ণধার লাভের বিশাল পরিমান অর্থ তাঁদের ব্যক্তিগত তহবিলে পাহাড়ের মতো জমা হয় যা সাধারণ মানুষের কোন কাজেই লাগে না।
তাই প্রকৃত মানবসম্পদের সুরক্ষা ও মানব কল্যাণে এবং দেশের উন্নয়নের তাগিদে সরকারের নিজস্ব উদ্যোগে এগুলি পরিচালনা করলে সরকারি তহবিলে সঞ্চয় বৃদ্ধি পাবে যা দেশের উন্নয়নের কাজে লাগবে।
আমরা রুট অংশে থাকি ও মানুষের সরাসরি ফিটব্যাক পাই। আপনি হয়তো জানেননা এমন পদক্ষেপ নেওয়ার জন্য কি হারে জনপ্রিয়তা হারাচ্ছেন এখন!
তাই বেসরকারিকরণের এমন ধ্বংসাত্বক ভাবনা থেকে দূরে থাকলে প্রকৃত জনকল্যাণে আমার মতো অসংখ্য সুধাীজন আপনার প্রতি চিরকৃতজ্ঞ থাকবে। আশা করি, আমার আবেদন আন্তরিক ভাবে বিবেচনা করবেন।

Subject:– Appeal,not to be privatized the Central Govt. agencies and there are stong rationale behind it.
Sir,
I respectfully ask you to discuss and address an issue that has been bothering me for a long time. The self-realization that I have gained through more than four decades of literary service on various issues of the country and society and its problems gives me a lot of pain.
Now, I would be grateful if you would take the right steps to consider my thoughts with logic and clarity. I don’t know why my mind doesn’t want to give in.
Many doubts have settled in my mind about this. Reality based on experience and humanity, my mind became rebellious against this thought. I am putting forward the real arguments against such benevolent thinking and what steps it would be better to take for the welfare of human beings. I am not a political figure. Therefore, I request you to judge this idea from the point of view of humanity without floating it in the tension of right and left.
The privatization of government agencies on the pretext of not making much profit may increase people’s services and public welfare and reduce government hassles and bring something to the treasury. This may be a positive aspect of your thinking. But the horrible aspects of it are nakedly damaging human resources and the negative aspects of the one-sided flow of money and moral exploitation of the people in a horrible way are hurting my eyes like many well-wishers.
Here are some of the disadvantages:
1. The companies that are given will give their services for profit, of course there is disagreement on this or that. But the pull of their profits puts such a financial burden on the people, especially on the billions of poor people, that it becomes painful for them.
It has been observed that millions of customers have to be disconnected as they are unable to pay their bills on time due to the abnormal increase in the price of electric bills, which is being witnessed by practically everyone and those who are somehow paying are getting into debt day by day. So it can be said without a doubt that it is one of the reasons for the increase in poverty in a poor country like India.
2. Where our country has reached the peak of unemployment, billions of unemployed people are committing suicide without getting a job, some are engaged in anti-social activities, and billions are suffering from not getting a job. The companies that have become private are hiring a few people for more and more profit and making the helpless unemployed work for very little wages which we are witnessing now.
Therefore, in such a densely populated and highly unemployed country, the misuse of human resources is a terrible problem that must be felt from the perspective of human rights. So your privatization step will increase unemployment, not decrease the book. Which is one of the reasons for the destruction of poverty and peace in the country.
3. Then there is the dictatorial attitude of these privatized organizations, in which inhumane repression of human beings in various ways is sometimes seen as a violation of human rights.
4. If it is said that the workers in the government agencies are losing their work culture and becoming lazy in the mentality of cheating, in this case don’t think that it is proof of the incompetence of the government’s supervision. There is no strict policy of the government or the lack of real education is obvious. This is the discredit of the government. And why would people travel for it?
5. And if these agencies can be run by the government on its own initiative with efficiency and proper care, it will undoubtedly be said that huge profits will nourish the government funds, which will be used for the massive development of the country. On the other hand, after privatization, the huge amount of profits of the head of the company is accumulated in their personal funds like a mountain which is of no use to the common man.
Therefore, if these are managed on the initiative of the government for the protection of real human resources and human welfare and for the development of the country, the savings in government funds will increase which will be useful for the development of the country. We live in the root part and get direct fitback from people. You may not know at what rate you are losing popularity now!
So if you stay away from such destructive thoughts of privatization, innumerable well-wishers like me will be eternally grateful to you for the real welfare of the people. Hopefully, you will consider my application sincerely.
